Guaranteed Amount of Free Medical Care

Pursuant to Resolution of the Government of the Republic of Kazakhstan dated 15 December 2009 No. 2136, free medical care shall be provided to citizens of the Republic of Kazakhstan and oralmans at the expanse of budget funds and include preventive, diagnostic and medical treatment services.

Considering the patient’s right to free choice of medical organization, each citizen may receive free medical care in the RSE Medical Centre Hospital of the President’s Affairs Administration of the Republic of Kazakhstan within the framework of the guaranteed amount of free medical care (hereinafter the “GAFMC”) by referral of health care organizations in the following areas. 

1. Inpatient medical care for adult patients including secondary and tertiary medical care including rehabilitation treatment, and specifically:

• The secondary medical care shall be provided subject to the patient’s right to free choice of medical organization providing the inpatient medical care within the framework of the GAFMC via the Hospitalization Bureau Portal by referral of a primary medical care organization, which issues referral for hospitalization stating results of conducted examinations and informs the patient about the date of hospitalization. 

• The tertiary medical care: Pursuant to order of the Minister of health care of the Republic of Kazakhstan dated 20 December 2010 No. 986 “Rules of provision of secondary and tertiary medical care”, the basis for hospitalization of citizens to republican medical organizations for the provision of the tertiary medical care in the form of inpatient medical treatment or referral to tertiary medical care in the form of advisory and diagnostic care shall be decision of the TMC committee.

2. Advisory and diagnostic care (hereinafter the “ADC”) for adults and children.

Pursuant to order of the acting Minister of health care and social development of the Republic of Kazakhstan dated 28 July 2015 No. 626 “On approval of the Rules of provision of advisory and diagnostic care”, the referral of patients for receiving of ADC at the republican level shall be made by medical organizations of regions, cities of Astana and Almaty, irrespective of the form of ownership, and Committees established in medical organizations (hereinafter the “MO Committee”) and Departments of health care of regions, cities of Astana and Almaty (hereinafter the “DHC Committee”).

In case of positive decision of the DHC Committee, the Department of health care of regions, cities of Astana and Almaty shall, within 3 business days upon receipt of patient’s documents, issue to medical organization or patient a referral for tertiary advisory and diagnostic care according to Form No. 021/u, which is approved by the order.
